Participatory Analysis for Community Action (PACA) is Peace Corps' unique approach to appreciative, participatory, gender-sensitive, inclusive, sustainable development. PACA is how Peace Corps Volunteers "do development" (Goal One) and build capacity. Volunteers should use PACA to facilitate the development of relationships, and the subsequent brainstorming, design, iteration, implementation, adjustment and improvement of each and every project they support throughout their entire service.
