This report was prepared by the Office of Strategic Information, Research, and Planning and made available to the public in December 2016. The main aim of this study was to better understand counterpart perspectives regarding the Peace Corps’ effectiveness in its Goal One and Goal Two work globally. More specifically, this analysis examined counterpart perspectives on the frequency of communication with Volunteers in the local language, the success and sustainability of Peace Corps projects, and the extent to which Volunteers changed counterparts’ understanding of Americans.
